DESCRIPTION

Housing Dining Hospitality (HDH) is a self-funded, large and complex campus department consisting of 7 divisions, with more than 700 staff employees, 1000 student employees and an annual operating budget of $170 million. HDH provides housing for approximately 15,000 undergraduates, grad students, faculty, staff and their families in over 400 buildings and approximately 5.3 million sq. ft.

The Director manages HR staff primarily responsible for administering personnel policies, programs, and procedures in the areas of recruitment, on-boarding, training, performance management, employee relations, labor relations, incentive/recognition programs, payroll, workers compensation and disability case management for a diverse staff covered by 5 sets of personnel polices or union contracts. The staff includes student employees (casual restricted), and both career unrepresented and represented employees.

Represented staff are covered by four different labor unions and make up 74% of the career employees in the department. Is a resource to the Assistant Vice-Chancellor and HDH Executive Council on unit personnel practices. Receives assignments in the form of objectives and determines how to use HR resources to meet schedules and goals. Reviews and approves recommendations for HR programs to ensure compliance as well as innovative programming and efficiency . Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Participates in short and long range strategic planning for the department. Responsible to formulate and participate in formulation of management goals, objectives, and policies. Design, develop, interpret, revise and implement department and divisional processes, procedures and guidelines. Participate in UCSD and UC-wide HR committees and teams. Lead staff in introducing new and innovative services and modifying/improving existing procedures to meet the changing HR/Payroll/Personnel environment. Ensures all payroll, personnel and accounting functions, representing approximately $56 million, are fulfilled efficiently and in accordance with University and Department policy. Responsible for the development and management of the unit budget of $2.3 million.

Provides research and advice on legal issues affecting the department in the areas of labor and employment, housing contracts, construction, land use, business transactions, litigation, real estate, as well as expertise regarding the regulations and policies of the University. Direct services include contract negotiations, advice, and assisting with the development of effective compliance and risk mitigation strategies to facilitate the department‘s complex operations and continued growth. Regarding the implementation of personnel policies and all collective bargaining related operations, the incumbent shall serve in a dotted-line reporting relationship with Campus Human Resources Sr. Director, Labor Relations and Employee Relations.

QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Broad knowledge of organizational and systemwide personnel policies and applicable laws and regulations.

  • Progressive experience (typically 5 year min.) in a Human Resources or Labor Relations environment.

  • Advanced understanding and experience negotiating and interpreting collective bargaining agreements. Knowledge and skill in negotiating purchasing contracts, real estate contracts, interdepartmental agreements and service contracts. Ability to provide initial legal review of documents related to divisional contracts

  • Strong leadership and knowledge in strategic planning. Experience in establishing and implementing policy. Strong political and organizational acumen with ability to exercise good judgment in making high-level management decisions and commitments.

  • Skill in management of time to provide priority levels to department projects and job assignments. Skill to be inventive and creative, including but not limited to initiating new programs, conceptualizing, organizing and directing projects, department growth and expansion, development and change.

  • Ability to handle extremely difficult or volatile situations/individuals effectively. Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Ability to maintain confidentiality and exercise discretion and tact while under pressure.

  • Strong communication skills with a diversity of communication styles; may make oral or written presentations. Strong demonstrated interpersonal communication skills, including strong ability to actively listen, negotiate, persuade and educate.

  • Ability to make decisions regarding hiring, evaluating, and development of subordinates. Strong supervisory, leadership, and personnel management skills to effectively administer and manage through others, including knowledge in staff organization development and evaluation. Skill and temperament to provide an open climate and create opportunities for employee communication and positive departmental interaction.

  • Strong management skills that include collaboration, coaching and developing subordinates; ability to build relationships. Leadership and organizational skills to prioritize assignments, set goals, and project department needs, while meeting deadlines. Ability to manage multiple projects and responsibilities at the same time.

  • Thorough understanding of the unit goals and ability to determine the best way of achieving unit goals. Strong ability to exercise good judgment in making high-level management decisions and commitments. Excellent analytical skills to organize data and material and to draw appropriate conclusions and make recommendations for solution.

  • Direct knowledge of specific functions in a university's HR management information systems. Intermediate to advanced demonstrated computer skills and general knowledge of campus computer on-line processes to administer and manage systems including but not limited to financial spreadsheets (Excel), PowerPoint presentations, data base management and word processing.

  • Proven record of successful planning, budgeting, financial analysis and fiscal management including skill in budget preparation, analysis, and controlling costs. This includes demonstrated ability to develop, implement, analyze, and monitor annual 2.3 million dollar operating budget and multimillion dollar department-wide labor budget.

  • Abilities in collaboration, facilitation, and creative thinking to effectively partner with senior management and a diverse spectrum of clients. Strong ability to quickly evaluate complex issues and identify multiple options for resolution.

  • Demonstrated commitment to the highest ethical standards and to act as an example to the department.

Preferred

  • J.D. from an accredited law school.
