The Office of Government Relations, Research Development, Strategic Partnerships, and Events provides leadership and a broad range of services to UC San Diego’s Scripps Institution of Oceanography. Through a variety of programs and activities, the office facilitates extramural funding at the federal, state and local levels, promotes strategic collaboration with external partners, and engages key external stakeholders in support of Scripps programs and goals. Program areas include research development, planning, positioning, and partnerships; government, corporate, alumni and international relations; institutional events and venue management; and executive office analytical support.

The External Relations Specialist 2 will provide confidential research, analysis and analytical support for unit staff of UC San Diego's Scripps Institution of Oceanography (SIO) Office of Institutional Planning, Government Relations, Strategic Partnerships, and Events. This position will implement noncomplex programs, events and/or communication strategies designed to inform key constituencies of institutional programs, activities, policies, and practices. Research and analysis duties include: researching various topics relevant to work with key external constituencies in government and science policy; locating and reviewing congressional testimony, government reports, and agency budgets; preparing synopses and summaries for SIO leadership; drafting correspondence; and maintaining unit contact, proposal, and funding databases. The incumbent will also assist with the planning of high-level institutional visits from external constituents and meetings, and prepare briefing materials.


  • Graduation from college with a major in business administration, economics, statistics, educational administration, political science, or an allied field; or an equivalent combination of education and experience.

  • Basic knowledge of public policy and the legislative process and knowledge of Federal and State government protocol. Proven knowledge of and experience with Federal, State, and local science and environmental policy issues.

  • General knowledge of Federal, State, local and private research funding programs and process.

  • General knowledge of state and federal legislative branch committee system, legislative calendar, executive branch and legislative budget process.

  • Demonstrated knowledge of statutory duties and powers of State of California and US Government constitutional officers, cabinet members, and members of the legislative branch.

  • Proven knowledge of basic concepts and principles of building and maintaining effective relations with a variety of alumni and other key constituencies.

  • Demonstrated experience assisting with planning events and meetings from inception to completion.

  • Previous experience assisting in the process of preparing presentations and reports. Proven experience drafting correspondence, summaries, and reports. Demonstrated ability to type and enter data with reasonable speed and accuracy, and to edit and proofread final products for grammar, spelling, punctuation and typographical errors.

  • Proficient computer skills. Proven ability to enter, edit, retrieve information, recognize errors, and initiate corrections while using standard software applications, such as Word, Excel, FileMaker Pro, PowerPoint, Adobe applications, mail merge, and email programs. Ability to work on a Macintosh platform.

  • Strong analytical and critical thinking skills. Demonstrated ability to research topics and gather information using the web and library resources. Strong knowledge of document conversion processes using Adobe and other programs. General understanding of and comfort with information technology.

  • Excellent written and verbal communication and interpersonal skills, including tact and political acumen to effectively represent the institution. Demonstrated ability to work and excel in a team environment. Proven ability to ensure that appropriate standards of courtesy and service are maintained.

  • Demonstrated experience effectively communicating in person, on the phone and in writing to a diverse population including government VIPs, industry representatives, academics, students and staff, etc.

  • Excellent organizational skills including skill to meet prescribed deadlines.

  • High degree of tact, diplomacy, judgment and sensitivity. Demonstrated ability to maintain confidentiality in all matters.
