Under direction of Director of Finance, incumbent has responsibility for full financial and budget process management and financial analysis. Incumbent is responsible for the management and administration of a full range of extramural grants, contracts, subcontracts, service agreements and funds flow from Medical Center totaling approximately $30 million (direct and indirect), as well as monthly reconciliation of the Moores Cancer Center (MCC) P&L. As part of the Resource Alignment Project, the Vice Chancellor Health Sciences (VCHS) Office has converted the financial system from Cash to Accrual basis to make future and strategic planning easier and provide details of accurate projection of revenues and expenses.

Serves as the liaison and lead person for the Cancer Center’s conversion from Cash to Accrual accounting system to account for revenue/commitments when earned versus when paid thus ultimately improving timeliness, accuracy in reporting, strengthening ability to forecast, and elimination of time spent on variance explanation. Primary responsible for the analysis of the Profit and Loss Statements, gathering information and preparing Accrual Forms for submission to the Vice Chancellors Health Sciences (VCHA) Office and is responsible for recommendations, oversight and implementation of changes within MCC. Process involves complex analysis of both revenue and expense transactions for accurate reporting.

Independently responsible for the design and preparation of the Cancer Center’s comprehensive complex annual operating budget consisting of a portfolio of funds totaling approximately $85 million. Perform in-depth analysis of funds, comparisons, projections, and reconciliations in order to construct, monitor, and maintain the Cancer Center's annual operating budget. Develop financial projections for the annual budget, quarterly forecasts and annual five-year strategic plan. Develop, explore the viability of, and propose new and alternate funding sources, and forecast existing volatile fund sources.

Responsible for the development, fiscal analysis, management, and maintenance of the School of Medicine support budget, as well as the fiscal analysis and management of the Cancer Center departmental funds. Oversight and responsibility for short and long-term projections and analysis of available and projected financial resources for use in forecasting and planning of programs, activities, and personnel. Develop office policies, procedures, and standards to ensure smooth and efficient day-to-day operations. Serve as contact for PIs regarding award, reporting and audit requirements. Responsible for pre and post award administration of restricted and unrestricted funds.

Counsel, provide direction and training to the faculty, Academic Administrators, and support staff on accounting functions. Prepare budget projections, cost analyses and forecasts to ensure availability of funding and to assist/advise PIs in long range planning. Make recommendations to PIs in addressing potential problems. Participate in database administration and development. Serve as primary coordinator of the Moores Cancer Center budget process which includes forecasting, planning, gathering and communicating information. Provide consultative services to MCC administrators and faculty. Incumbent uses high-level technical expertise to successfully solve complex grant- and fiscal-related problems and address faculty concerns.


  • Bachelor's Degree in related area; and/or equivalent experience/training.

  • A minimum of three (3+) or more years of relevant experience.

  • Thorough knowledge of finance policies, practices, and systems. Proven ability to analyze and prepare budgets, to identify spending patterns and project future expenditures.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations.

  • Ability to independently gather required information to organize, and perform financial analysis assignments. Strong knowledge and applications of principles and practices of financial management, fiscal planning and analysis.

  • Strong ability to provide comprehensive financial management of extramural funds with multiple indexes, institutions, PI's, and sites.

  • Proficiency using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Skill in the use of various software, such as databases, spreadsheets and word-processing, used in an integrated computer environment.

  • Demonstrated ability to understand, analyze and interpret complex written material, financial data and computer generated models/information to effectively communicate results to PI's.

  • Experience in projecting salary, benefit and indirect costs with knowledge of payroll and personnel regulations including impact of salaries, merits, range adjustments and benefit costs.

  • Ability to effectively present information verbally and written in a clear and concise manner. Ability to collaborate and communicate effectively and diplomatically at all organization levels, verbally and in writing.

  • Excellent interpersonal skills with peers throughout the organization. Strong service orientation and critical thinking skills and attention to detail. Ability using organizational skills to multitask in a high volume environment.


  • User-level knowledge of IFIS, AccessLink, EmployeeLink, FinancialLink, TravelLink, Blink, PPS, or equivalent programs.
  • Knowledge of University policies and procedures relating to contract and grants and accounting. Ability to analyze and interpret which policies and procedures apply to a given situation.
  • Understanding of Medical Center policies and distribution of the hospital funds flow to various departments using various methodology/formulas developed by the Medical Center.
  • Knowledge of the physician's salary compensation plan and how to facilitate allocation of incentive pay to the PI.
  • Knowledge of University policy and procedures regarding purchasing, returned goods, travel, disbursements, inventory, and contract and grant administration.
  • In depth working knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out, including but not limited to Cost Accounting Standards.
  • In-depth knowledge and current experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.
