Department Overview:

Resource Management and Planning (RMP) provides core infrastructure services for UC San Diego, impacting the Campus and Medical Center population of approximately 66,500 students, staff and faculty, and billions in physical assets consisting of approximately 10 million gross square feet of buildings (over 300 Instructional and Research buildings at multiple locations): Main Campus, Elliott Field, Scripps Institution of Oceanography, Point Loma and the University of California Medical Centers in Hillcrest and La Jolla.

Business units within RMP, which currently consists of Early Childhood Education Center and Mesa Child Development Center, Imprints, Parking, Fleet & Shuttle Services, People Movement, UC San Diego Bookstore; Community Safety (Police); Environment, Health & Safety; Capital Project Management; Design and Development Services; Facilities Management (including campus energy management, and utilities procurement, generation and distribution); Campus Research Machine Shop; Policy & Records Administration; Campus Planning; Strategic Energy Initiatives; and RMP - Financial Services Unit.

Position Overview:

The VCRMP Controller reports directly to the Vice Chancellor and serves on the VC senior leadership management team. The Controller is responsible for the budgetary and financial management, planning, analysis, execution, reporting, accountability and cost containment of approximately $344 million in core and non-core funds ($14 M Deferred Maintenance, $110 core funds, $220 auxiliary and recharge funds).

The Controller is the primary liaison for the VC area with responsibility for making recommendations on campus wide revenue allocations, budget reductions, and systemwide and campus budget assessment methodologies. The Controller provides strategic vision, leadership and management oversight of all RMP budgetary and financial resources which impact services to the Campus, Medical Center and off-site facilities. This position represents the VC and RMP interest with executive and senior campus leadership in negotiations, policy development, labor contracts and overall strategies. Establishes operational objectives and work plans, and delegates assignments to subordinate managers.

Objectives are reviewed by senior management to determine success of operation. Manages, prepares, administers, and directs control of budget/organizational resources. Manages the activities of the financial analyst staff. Reviews and approves recommendations for financial planning and control. Directs activities that ensure division and department adherence to approved budget. Involved in developing, modifying, and executing policies that affect immediate operation(s) and may also have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.


  • Proven experience in the planning, development and management of complex, high dollar volume financial operations involving fund accounting, capital budgets, operating budgets, financial analysis, financial reporting, long range financial planning, and internal financial controls.

  • Superior skills in budget management and financial analysis including financial modeling, development of short and long-term plans, self-supporting programs and budgetary plans for new programs and initiatives. Experience projecting revenue and expense in a complex environment.

  • Demonstrated management experience in a large, complex organization, with prior experience analyzing, interpreting and applying management principles, practices and techniques in the conduct of business. Ability to adapt programmatic objectives to changes in resources.

  • Strong skill and experience in personnel management to include hiring, delegating, supervision, counseling, discipline and evaluation. Strong leadership with the ability to motivate self and others.

  • Extensive knowledge of financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.

  • Advanced Degree in related area; and/or equivalent experience/training.

  • Proven extensive work experience in development, interpretation and recommendation of policies and procedures. Outstanding ability to design, adapt, implement and evaluate new procedures, systems and reports.

  • Demonstrated knowledge and experience in the interpretation and implementation of federal, state, and private agency administrative regulations and policies.

  • Expertise in internal control practices. Experience in implementing controls that strengthen the control environment throughout the organization. Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements.

  • Proven experience providing high-level support and advice to senior-level management on a wide range of issues associated with complex problems of a highly confidential and sensitive nature.

  • Excellent analytical skills with experience researching and interpreting intricate data and presenting analysis effectively. Experience identifying issues of complex problems and developing the analytical framework to understand and resolve them.

  • Expert proficiency applying computer technology as a problem solving tool in financial analysis, budgetary management, and other administrative functions and situations.

  • Solid interpersonal skills to work effectively across the organization at all levels; ability to interact with diverse populations. Client services oriented; good listening, critical thinking and analytical skills. Strong negotiation skills.

  • Strong ability to effectively communicate verbally and in writing. Extensive public speaking abilities to effectively communicate in a clear, organized and concise manner. Experience creating and delivering presentations to small and large groups.

  • Ability to use professional judgement in situations for which there are no established criteria or standards or where answers to problems are not readily apparent and initiate actions and solutions.

  • Proven success representing senior management and organization on all matters related to budget, finance, and administration. Ability to successfully represent the interest of the organization on task force and committees and to participate in meetings involving senior university officials.

  • Ability to maintain confidentiality at all times related to a variety of financial and personnel situations including budget development, re-organization, personnel issues, salary information, and collective bargaining positions.
