DESCRIPTION

The Office of Ethics and Compliance at UC San Diego is seeking a self-motivated leader to serve as Compliance & Risk Process Innovation Manager. The selected candidate will serve as an executive advisor directly to the Chief Ethics & Compliance Officer (“CECO”) and have the opportunity to interact with all levels of campus leadership. The best qualified candidate will be able to provide the highest level of strategic guidance, recommendations and expert advice regarding organizational development, process analysis and improvement, and change management.

The position will act as a consultant to University management for organizational development issues related to the University’s ethics, compliance and institutional risk activities, particularly where the complexity of an issue is the primary barrier to resolving it and the failure to address it may threaten core strategic or operational functions of the University. The position assesses issues that span the entire University; analyzes the root cause of systemic, multifaceted problems; and maps multilayered, intersecting business processes to identify solutions to complex issues.

This position consults with all areas of leadership to analyze known or anticipated financial, operational, strategic and reputational risks faced by UC San Diego; to use this in-depth analysis to develop and validate risk mitigation plans; and to build overall resiliency into the organization as a whole. The role has lead responsibility for the University’s investigative case management system, which is used by multiple user groups from different functional areas, and conducts business process mapping on all University investigative processes to efficiently integrate into a single case management system.

The position advises on the development of systems and methods to synthesize data from dissimilar systems and sources and develops institutional-level trending reports on areas of concern to allow real time access to data for management decisions, particularly where synthesis of data is complicated by divergent business process and systems needs. Will lead new campus wide initiatives where there is high risk/strategic value related to the initiative’s success and provides organizational effectiveness and culture change advice to ensure initiatives meet intended goals in planning, delivery, and post-delivery. These initiatives will typically have no historical precedent and significant organizational consequences for success or failure.

More specifically, responsibilities include but are not be limited to:

Business Analysis and Consulting

  • Extensive research and analysis on business models, structures, processes, policies, technology, and other areas that require complex research, studies, data synthesis, and the creation of reports and recommendations.

  • Advise on the identification of institutional-level risks and the development and delivery of strategies for their effective mitigation.

  • Work with subject matter experts to create project scope and requirements.

  • Create change management plans and strategically guide all stakeholder groups through process improvements.

Data Analysis & Integrations

  • Advise on the improvement of databases and systems through process mapping and data analysis.

  • Analyze and synthesize data from dissimilar systems and sources.

  • Develop reports and trend analyses across the University functional areas Project Management.

  • Project administration, planning, and follow-up including management of specific project plans.

  • Develop and maintain spreadsheets, project lists, timelines and assignments.

  • Coordination, participation on, and leadership of campus-wide continuous improvement initiatives.

This position will be expected to be able to independently manage concurrent complex projects, fully analyze a wide variety of problems, gather data and information, find and evaluate alternative solutions, and make final recommendations. The role provides analytical support, project management, and change management skills that will be the basis for major changes in organizational policies, procedures, processes and practices.

QUALIFICATIONS

  • Advanced knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized, strategic organization interventions.

  • Advanced experience with business process methodologies and modeling tools. Experience relating to the design and development of diverse and complex processes.

  • Bachelor's degree in related area and/or equivalent experience/training. Advanced Degree and Professional certification(s) applicable to job responsibilities preferred.

  • Must perform with the highest of ethical standards; conform to the UCSD Principles of Community; and be accountable and responsible in all actions and interactions within the context of this position.

  • Knowledge of the consulting process to effectively lead engagements from inception to conclusion. Experienced in leading culture-change around process change.

  • Strong analytical, problem-solving, project planning and implementation skills. Proven experience with project management methodologies and expert knowledge of large scale, complex business and process analysis functions.

  • Demonstrates ability to learn quickly, reason, synthesize and generalize based on information obtained; sound judgment; ability to draw unbiased conclusions.

  • Demonstrated ability to learn and quickly understand complex processes and procedures, prioritize a diverse and heavy workload, and consistently meet deadlines.

  • Experience with data, metrics, developing reports and dashboards, capturing and modifying data sets, and trend analysis. Experience in using Business Intelligence Systems (Tableau, Yellowfin, or equivalent) to synthesize large and disparate confidential data sources into dashboards and reports to provide meaningful, accurate and timely understanding of emerging issues.

  • Demonstrates skill consulting to managers and groups at all levels. Solid ability to effectively work with and establish credibility with employees, managers, and business partners across functional areas.

  • Ability to persuade through both logic and appeal to positive motivations. Able to explain complex ideas and processes in terms appropriate for audience; translate ideas between technical and non-technical areas and between subject matter/functional areas.

  • Performs well with minimal direct supervision in unstructured situations while leading complex, cross-functional teams. Skilled in facilitating and leading complex cross-functional teams.

  • Applies strong verbal, written communication and presentation skills. Excellent verbal and written communication. Adept at developing and delivering presentations.
