DESCRIPTION

The Department of Mechanical and Aerospace Engineering is in the Irwin and Joan Jacobs School of Engineering at the University of California, San Diego. It is a large interdisciplinary engineering department that provides an exciting and inclusive environment that promotes discovery and excellence in a wide range of engineering, scientific, entrepreneurial and professional areas with ~ 1,400 undergraduate students, 400 graduate students and 45+ faculty.

Under general supervision by the Academic Personnel and Human Resources Manager, the Academic Personnel Analyst is responsible for administratively managing academic personnel matters in the Department of Mechanical and Aerospace Engineering. MAE's academic personnel program includes approximately 120 academics including ladder-rank, emeriti and research faculty, adjuncts, lecturers, research scientists, postdoctoral and visiting scholars.

The AP Analyst serves as consultant to the AP/HR Manager in the analysis and interpretation of academic personnel policies and procedures. Independently responsible for initiating and processing of departmental academic affairs including appointments, reviews and personnel actions, leaves, visas, separations, layoffs, recruitment, etc. Ensures compliance with Academic Affirmative Action requirements; review, assess, and recommend revisions to existing policy and procedures; develop and formulate changes. Delegates administrative recruitment tasks to the Assistant to the Chair.

In collaboration with campus units and AP/HR Manager, the AP Analyst designs, enhances and maintains academic personnel web systems and personnel databases. Participate in short- and long-term planning relative to academic goals and objectives of the department. Act as departmental liaison with campus Academic Personnel Services, Research Affairs, JSOE Dean's Office, and other relevant campus organizations. Provides personnel data and management reports to AP/HR Manager as requested. The AP Analyst serves as a backup on Postdoctoral Scholar and Visiting Scholar Administration, visa processing, and backs up the AP/HR Manager as needed. Provides support on additional projects as necessary.

  • Occasional evenings and weekends may be required.

QUALIFICATIONS

  • Demonstrated experience with academic personnel administration.

  • Demonstrated knowledge of academic appointment and employment policies.

  • Knowledge of appointment/review process for university academic employees.

  • Knowledge of unit academic culture and educational goals of discipline(s) served.

  • Strong knowledge of policies and procedures as they relate to academic personnel, benefits and payroll administration.

  • Knowledge of university pay scales, salary administration, benefits, payroll system and payroll forms related to academic affairs and academic personnel.

  • Knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.

  • Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.

  • Knowledge of human resources management systems and other related business software programs and systems.

  • Strong analytical skills to conduct analysis and develop recommendations to Chairs/unit management.

  • Ability, past experience to solve complex problems through the creative ability to identify, construct, evaluate, and implement innovative and sound solutions to a wide range of issues. Requires ability to use initiative, creativity and resourcefulness to accomplish projects and tasks at hand.

  • Excellent mathematical and computational skills to work with percentages and formulas. Ability to collect data, anticipate and resolve problems, evaluate possibilities of alternative solutions.

  • Fast and accurate typing and proofreading skills, demonstrated experience using computer software/systems such as Excel, Word, Powerpoint, and Gmail.

  • Outstanding interpersonal skills and ability to interact with diverse personalities within and outside UC utilizing tact, diplomacy and flexibility.

  • Demonstrated excellent oral and written communication skills. Ability to communicate ideas and make recommendations.

  • Demonstrated analytical skills to link various relationships and interface information among different computerized systems.

  • Strong experience with computerized systems, database management, and spreadsheet and word processing programs to manipulate data and create reports.

  • Ability to maintain confidentiality, make independent decisions, and to provide consultative services to administrative and academic personnel.
