Established in 1903, Scripps became part of the University of California in 1912 and a UC San Diego department when the Regents established the campus in 1960. Scripps as a whole constitutes UC San Diego's Marine Sciences Division, one of three academic Vice Chancellor areas. It occupies 86 buildings on 170 acres along the Pacific in two primary locations-La Jolla and Point Loma. Scripps has annual expenditures over $200 million and a fleet of three research vessels plus the research platform FLIP.
The Assistant Vice Chancellor for Finance and Operations, Marine Sciences (hereafter referred to as AVC) is the Chief Financial Officer and Chief Operating Officer (COO) for Scripps Institution of Oceanography (SIO). The AVC reports to the Vice Chancellor/Dean, Marine Sciences and Director, SIO (hereafter referred to as VC).
AVC is responsible for providing leadership for and/or work direction to the following:

• Facilities including Space Management, Facility Repair and Operations
• Campus Planning and Capital Construction
• Human Resources Management
• Environmental Health & Safety
• Informational Technology Operations and Services
• Contracts and Grants

The AVC represents and acts on behalf of the VC and possesses delegated authority on all planning, budgetary and administrative matters within the VC’s span of control. AVC is part of the VC's senior management and leadership team which consists of the Associate Vice Chancellor/Deputy Director for Research, Assistant Director, and Department Chair.
The AVC develops and sets institutional policy and procedures related to matters within their portfolio. Establishes internal controls to assess and manage risk in areas such as budget and finance, human resources, labor relations, facilities, health and safety, information systems and diversity. Formulates and implements strategic, tactical, organizational, financial, and operational solutions to institution-wide issues. Investigates and resolves issues with potential institution-wide and/or campus-wide impact and consequence.
Responsible for oversight of campus planning activities and a comprehensive facilities recapitalization effort.
Plans and leads projects and tasks in support of SIO's broad research, instructional and communication/outreach mission, which is international in scope and complexity. Sets and guides priorities, and coordinates interrelated projects among functional areas. Serves as a key administrative liaison with business offices and management service officers at Scripps, providing direction, guidance and counsel.
Serves as the key liaison between SIO and other UCSD departments, schools, VC areas, and central campus administrative units for areas within their jurisdiction. Represents SIO and the VC/Marine Sciences by serving on or chairing campus committees and working groups including:

Participates with other higher-level managers to establish strategic plans and objectives. Makes decisions on operational matters and ensures achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization, or with significant multi-organizational or multi-institutional influence. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the department, division and/or the organization.
Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
Advanced knowledge of financial analysis and reporting techniques; Complex budgeting; human resources and risk management planning; accounting and payroll.
Skills in establishing and implementing customer service standards. Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
Advanced knowledge of large facilities, renovations, and capital projects. Experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes, financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
Advanced knowledge of administrative management theory and ability to translate this knowledge into practice including skills in strategy development, systems planning and change management.
Demonstrated strong negotiating and decision-making skills in dealing with issues related to support of instruction and research.
Previous experience identifying and directing the translation of business requirements into functional information systems. Knowledge of advanced computer software/applications (especially databases and spreadsheets), hardware/technology, and networks. Advanced skill and experience in financial modeling and decision support tools.
Advanced Degree or coursework; and/or relevant work experience in management or business-related field.
Expertise communicating effectively, both orally and in writing, on complex managerial issues. Proven acumen to explain, advocate and express facts and ideas in a convincing manner, and negotiate with individuals and groups internally and externally.
Proven skill to conceptualize and implement broad institutional goals. Ability to independently lead projects in a team environment. Experience in program development and the ability to lead and manage projects within a self-developed, detailed plan.
Strong leadership, supervisory, and consensus-building skills. Skill in motivating employees, maintaining excellent morale and stimulating productivity.
Proven skill in directing and coordinating activities of a complex administrative organization with multiple functions and in allocating resources. Includes determining strategy and directions for program operations, implementing resource allocation plans, conducting long range and annual program plans, and initiating corrective action as necessary.
Experience working with all levels of management and types of personnel. Ability to work effectively with faculty, staff, students, members of the university community, and other financial, educational, civic, and governmental groups.
Previous experience fulfilling responsibilities in a manner that encourages teamwork and earns respect from peers, subordinates and senior management.
Strong conceptual and analytical skills, to assess complex, technical, operational and performance design/construction issues and make recommendations for resolution.
Demonstrated knowledge of sponsored research administration, legal analysis and negotiation of legal agreements.
