The Clinical Trials Office (CTO) at the Moores UCSD Cancer Center manages over 300 oncology clinical trials on behalf of its member investigators, including trials sponsored by National Cancer Institute cooperative groups, pharmaceutical companies, and physician investigators.
The Cancer Center is an NCI-designated Comprehensive Cancer Center – one of only 40 nationwide. As such, it ranks among the top centers in the nation conducting basic and clinical cancer research, providing advanced patient care and serving the community through outreach and education programs. The Cancer Center maintains a membership roster of over 342 faculty members whose academic appointments are in 18 different departments which often creates complex, unique and one of a kind insurance situations.
This position will require participation in long-range goals for the Cancer Center, with independent administrative responsibility for clinical trial insurance billing compliance and acquiring of no cost drug programs for un-funded and under insured patients. Responsible for ensuring proper insurance and patient billing for all patients in a clinical trial in the Cancer Center utilizing computerized billing systems to replicate University billing. Responsible for quality control of patient insurance accounts, billing and explanation of benefits, using knowledge pertaining to government and University regulations regarding billing and collection procedures. In addition, this position is responsible for the supervision of the Medication Acquisition Specialist, Patient Experience Concierge, and a short-term employee.. Independently responsible for organizing and maintaining all insurance billing files, tracking payments, tracking denials, and following up on outstanding payments to the University.
Bachelor's degree in related area and/or equivalent experience/training.
Supervisory and organizational skills. Ability to effectively manage priorities in a fast-paced environment.
Working knowledge of accounting principles, business math and bookkeeping for budget planning and analysis, and in reconciling discrepancies.
In depth knowledge of clinical trials federal coverage decisions and senate bills, specifically NCD/SB37.
Demonstrated ability to understand and interpret, without guidance or supervision, complex general policy guidelines, making independent decisions and initiating action.
Knowledge of policies and procedures relating to patient insurance billing, research account processing, and accounting. Ability to analyze and interpret which policies and procedures apply to a given situation.
Demonstrated knowledge and familiarity with oncology clinical trials services and billing.
Knowledge of acquisition and management of no cost drug programs for un-funded and under insured patients.
Excellent written skills and knowledge of English language, including grammar, spelling, and punctuation usage, to compose, edit, and finalize correspondence. Excellent interpersonal and oral communication skills. Demonstrated skill to communicate clearly, effectively, tactfully, and patiently in person, on the telephone and in writing to a diverse group of people in the academic and business communities. Ability to present a positive impression in person, on the telephone and through written correspondence.
