Enrollment Management (EM) is a multi-unit department currently within the Office of the Executive Vice Chancellor-Academic Affairs. The Unit is led by the Associate Vice Chancellor of Enrollment Management (AVC EM), who serves as the Chief Enrollment Officer of the University. EM is comprised of multiple high-profile, core functional units including: the Office of Admissions, Office of the Registrar, Financial Aid & Scholarships Office, Enrollment Management Technology Services (EMTS), Cal-SOAP, Creative Services, Analytical Services, Parent & Family Programs, and the Business Office. EM’s core functions oversee undergraduate admissions and student outreach, continuing student enrollment management, and financial aid and scholarship management.

The Financial Aid and Scholarships (FAS) Office works collaboratively with the Office of Admissions from recruitment through enrollment. The office works to ensure all admitted and continuing students have adequate financial resources available to attend UC San Diego. The FAS Office administers over $500 million in support to undergraduate students and $15 million to graduate/professional level students (excluding Health Sciences). About 60% of undergraduates receive some form of support, with this number growing each year. The staff provides outreach services, counseling, eligibility and verification determination, budgeting, awarding, reconciliation of payments, and federal, state, and university reporting.

Reporting to the Director of Financial Aid and Scholarships, the Senior Associate Director is a departmental leader responsible for the management, oversight, and compliance of the financial aid administration for the University. In this role, the incumbent recommends and oversees implementation of changes to polices and procedures ensuring the accurate, efficient, and timely deliver of student aid in support of broadly defined departmental objectives.

The Senior Associate Director manages a team of three Assistant Directors (who oversee the counseling staff), and one Compliance Officer. Through these direct reports, the incumbent is accountable for critical financial processes such as verification, packaging, revisions, and satisfactory academic progress, among others. This individual also ensures University compliance with all applicable laws related to federal, state, and institutional aid.

This position is expected to be a senior leader in Enrollment Management and Academic Affairs, participating in a wide range of campus committees, work groups, and outreach and community events. Similarly, when designated by the Director, the Sr. Associate Director represents the office and the Director to external constituencies on their behalf. In the absence of the Director, the Sr. Associate Director assumes full management responsibility for the Office of Financial Aid and Scholarships. In this capacity the position directs the office operations and staff.

  • A Bachelor's Degree in related area and seven (7+) or more years of experience/training in Financial Aid Administration.

  • Strong knowledge of policies, regulations, compliance, and practices for awarding financial aid, including needs analysis and packaging. In-depth knowledge of the financial aid service partners with a thorough understanding of the processing relationships and the technology of different mechanisms between entities (Federal Government, State Government, IRS, central processing agencies, lenders, guarantors, scholarship agencies, etc) to facilitate eligibility confirmation and problem resolution.

  • Advanced knowledge of University policies, processes, and procedures, including those related to supervising employees. Ability to effectively lead, motivate and manage staff; delegate and reassign tasks, monitor production and quality of work, setting performance standards, assess individual capabilities and workloads, conduct performance evaluations.

  • Ability to interpret complex policies and develop procedures to ensure compliance. In-depth knowledge of regulations in interpreting and administering of federal Title IV, state and university financial aid programs to ensure compliance. Ability to research interpret and apply complex rules and laws. Write and present concise findings with recommended course of action.

  • Strong organizational skills and ability to prioritize work for self and others to meet deadlines; project management skills. Experience in leading multiple complex projects and project teams engaged in process assessment and improvement, systems analysis, development, implementation and user testing.

  • Proven ability to evaluate workload and available resources and to adjust schedules and priorities as required. Ability to direct and assess performance of staff assigned to project teams.

  • Advanced knowledge of advising and counseling techniques. Customer service orientation. Demonstrated working knowledge of techniques for recruitment and retention of students through financial aid.

  • Strong quantitative analysis and resource management skills. Advanced problem identification, critical thinking, and problem solving skills; judgment and decision-making ability.

  • Excellent written and verbal communication, active listening, persuasion, and negotiation skills. Ability to communicate effectively and in a sensitive and confidential manner with campus colleagues to ensure student success and to respond to students who are in financial crisis.

  • Proven experience in data security and privacy requirements, including FERPA (Family Educational Rights and Privacy Act), the California Information Practices Act, and the UCSD Policies and procedures.
