Under general supervision of the Student Affairs Technology Services Manager, design, develop, implement and maintain medium to complex multi-site and off-site user interactive systems, databases, web applications, and websites to support the operation of the VCSA offices of Admissions & Enrollment Services (Registrar, Financial Aid), Student Life (SPACES), Student Retention and Success (Academic Enrichment Programs (AEP), International Center, Office for Academic Support & Instructional Services (OASIS) and other Vice Chancellor Student Affairs units as appropriate. Primary responsibility to apply advanced software concept for building .NET, C#, MVC, JavaScript, XML, HTML, and SQL tables, queries, and stored procedures which interface with .NET applications Import and export data to/from various on-campus and external sources. Support in the development and integration of 3rd party student systems and tools.

Applies skills as a seasoned, experienced software professional with a full understanding of industry practices, community standards and relevant policies and procedures to medium-sized projects or portions of large projects with moderate scope and complexity. Resolves a wide range of issues. Demonstrates competency in selecting tools, methods and techniques to obtain results.

  • Occasional evenings and weekends may be required.

  • Must occasionally provide overtime troubleshooting and support outside of regularly scheduled working hours.


  • A Bachelor's Degree in related area and/or equivalent experience/training.

  • Experience with developing complex applications using multiple databases and datastores including MS SQL, DB2 and XML.

  • Demonstrated experience with linking Web-based applications to databases using ASP.net and C#, MVC, AJAX, etc.

  • Proven work experience with database design, programming, administration and maintenance in MS SQL server. Expertise in SQL language to develop complex queries, stored procedures, and triggers. In addition to data stores including DB2 and XML.

  • Experience with User Experience software development using Java Script, JQuery, XML, CSS, and HTML.

  • Demonstrated experience with MS Visual Studio and Team Foundation Server.

  • Intermediate knowledge of secure software development.

  • Demonstrated broad problem solving skills.

  • Advanced skills associated with software design, modification, implementation and deployment, including object-oriented programming concepts.

  • Proven ability to understand functional needs and how systems can support those needs. Ability to develop conversion and system implementation plans.

  • Demonstrated ability to interface with management on a regular basis.

  • Demonstrated ability to contribute technical narrative to grant proposals.

  • Thorough experience with identification and use of code libraries and open-source forums.

  • Experience with planning for deployment and creation of feedback mechanisms.

  • Demonstrated software repository skills. Demonstrated testing and test planning skills.

  • Thorough experience with common programming tools. Demonstrated ability to follow software specifications.

  • Strong effective communication and interpersonal skills. Ability to communicate technical information to technical and non-technical personnel at various levels in the organization.

  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines.
