DESCRIPTION

Under minimal supervision, serve as Senior Software Engineer while developing and maintaining software in multiple complex environments for the California Smokers Helpline (CSH). Create and modify multiple web-based programs designed to support the management of the Tobacco-Use Prevention Education (TUPE) grants management and reporting process.

The incumbent will have extensive experience using Object Oriented programming, scripting, and component writing in multiple platforms such as Client/Server, Web and Mobile using multiple programming languages (e.g. C#, Java and SQL). Serve as a senior developer in an information system that includes application/proposal generation, statement of work, progress reporting and administration, budget and financial expenditure modules, and evaluation reporting. Mentor and provide assistance to other developers and non tech-stakeholders on in-house application.

Coordinate with several departments and end-users in designing and modifying complex software applications. Act as single/primary developer on multiple sub-projects. Provide recommendations for alternative software and hardware solutions as well as cost/benefit analysis. Support up to 300 users on 3 tier dot .net based web-based application. Monitor SQL Server databases and provide ad hoc reports via SQL queries, as needed. Provides end-user support and training. Program and help maintain multiple Asterisk based telephony systems. Prepare documentation for programming code.

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in related area and/or equivalent experience/training.

  • A minimum of three (3+) or more years of relevant experience.

  • Thorough experience with Object Oriented Programming (OOP), C#, Java, Javascript, HTML, HTML5 and Python languages.

  • Demonstrated experience with SQLServer and MySQL RDBMS.

  • Strong ability to understand functional needs and how systems can support those needs. Ability to develop conversion and system implementation plans.

  • Intermediate knowledge of secure software development.

  • Advanced skills associated with software design, modification, implementation and deployment, including object-oriented programming concepts.

  • Thorough experience with identification and use of code libraries and open-source forums.

  • Proven experience with planning for deployment and creation of feedback mechanisms.

  • Thorough software repository skills. Strong testing and test planning skills.

  • Thorough experience with common programming tools. Ability to follow software specifications.

  • Demonstrated excellent broad problem solving skills.

  • Proven ability to communicate technical information to technical and non-technical personnel at various levels in the organization.

  • Proven knowledge and experience developing and maintaining web-based database application development (i.e. GUI interface development, load balancing, and search engine development).

  • Strong knowledge of relational database administration and design on SQLServer and MySQL databases.

  • Demonstrated knowledge and experience with Structured Query Language (SQL).

  • Demonstrated experience with Linux (Ubuntu and CentOS) and Windows servers.

  • Demonstrated ability to perform cost/benefit analysis for multiple possible solutions.

  • Proven experience in installing, configuring and troubleshooting software and hardware.

PREFERRED QUALIFICATIONS

  • Experience using report generating software such as JasperServer and Crystal Reports to perform ad hoc Reports, compiling reports and integrating with other software packages.
  • Experience programming components for telephony API.
  • Strong competency in utilizing and designing with Mirth Connect.
  • Experience programming and maintaining VoIP based telephony systems including Elastix and Indosoft Asterisk distributions. Experience maintaining Aastra and Polycom VoIP based phones.
  • Experience creating and maintaining SMS texting program. Familiarity with Mobile Application development on Android and iOS platforms.
