DESCRIPTION

The hiring, advancement, and retention of UC San Diego's world class faculty, researchers, and other academics is paramount to the University's research-focused, student-centered, service-oriented mission and is the very cornerstone upon which the quality and prestige of the University is built. Academic Personnel Services provides the general campus, Scripps Institution of Oceanography, and Health Sciences with the knowledge and expertise to ensure that this mission succeeds.

We accomplish this by providing leadership, training, innovative technology, and guidance to administrators in implementing policies and procedures related to the academic personnel program. Under the leadership of the Assistant Vice Chancellor for Academic Personnel, the various APS service units perform a wide range of functions for the Executive Vice Chancellor and the entire campus community.

Under the general direction of the Assistant Vice Chancellor for Academic Personnel, has responsibility for managing the Academic Advancement and Compensation unit in Academic Personnel Services. Manage campus personnel functions for academic employees including salary administration, recruitment, advancement and retention. Advise the Executive Vice Chancellor, Associate Vice Chancellor-Academic Personnel, Assistant Vice Chancellor-Academic Personnel, and other campus constituents on academic compensation and advancement issues. Represent the campus on systemwide initiatives and serve as a liaison for Office of the President and other UC campuses on academic employment matters. Oversee the Faculty Administrator Program: Advise senior management, develop and interpret policies and procedures, and oversee records and reporting of personnel and salary actions for faculty administrators. Provide leadership, analysis, and recommendations on employment issues related to collective bargaining and grievance matters associated with the Non-Senate Instructional Unit (Unit 18), Professional Librarian Unit, and the Postdoctoral Scholars Unit. Provide formal presentations and classes on a wide variety of academic personnel subjects.Recognized functional expert who regularly leads academic human resources projects of criticality to the organization. Utilizes comprehensive and in-depth academic human resources expertise to provide guidance and recommendations regarding strategic direction to the organization and its executives. Works on academic HR matters that are the most diverse and complex in scope, requiring analysis of many factors and development of solutions with broad implications for the organization. Determines methods and procedures on new assignments. Is considered a subject matter expert of the organization and often recognized as an expert throughout the UC system.

QUALIFICATIONS

  • Experience interpreting and applying systemwide and organization policies and procedures which govern academic HR.

  • Experience with applicable federal and state laws and regulations regarding compensation.

  • Demonstrated leadership, initiative, tact, and planning skills. Ability to provide leadership to a professional staff team in a dynamic and changing environment.

  • Proven ability to analyze large quantities of data, extracting pertinent data, compiling relevant information in a variety of formats.

  • Demonstrated strong analytical skills with the ability to strategically assess organizational needs and develop policies as well as program and system solutions.

  • Demonstrated ability to conduct business process needs assessments.

  • Sensitivity to the diverse perspectives and political circumstances within all levels of the organization, as well as Office of the President and various external institutions and agencies. Demonstrated ability to interact effectively with all levels of the university organization, including academics, managers, staff and students. Excellent interpersonal skills, including tact, diplomacy and flexibility.

  • Ability to analyze highly sensitive and complex management issues; develop project scope and solutions; provide professional advice to organization executives and other senior officials; make critical decisions and effective recommendations.

  • Ability to communicate complex information effectively and persuasively, both verbally and in writing, with diverse audiences throughout the organizational community. Excellent oral and written communication skills, including editing, writing and speaking clearly. Demonstrated ability to lead group discussions including expressing ideas effectively, seeking and respecting the opinions of others, active listening, and willingness to share ideas, and an ability to summarize ideas concisely and bring discussion to effective conclusions.

  • Creativity and flexibility in approaching unique problems, as well as an understanding of the wider organization and university context in which these problems must be addressed. Proven ability to independently analyze complex problems, research complex issues, draw conclusions, and develop and implement innovative solutions.
