DESCRIPTION

The Moores Cancer Center at UC San Diego Health is one of just 45 in the United States to hold a National Cancer Institute (NCI) designation as a Comprehensive Cancer Center. As such, it ranks among the top centers in the nation conducting basic and clinical cancer research, providing advanced patient care and serving the community through outreach and education programs. The Cancer Center's mission is to translate promising scientific discoveries into new and better options for the care of patients with cancer. The Center supports one of the broadest ranges of cancer activities in the nation – from fundamental and translational cancer research in molecular genetics and advanced molecular therapeutics, and from population studies of cancer incidence to community education about cancer prevention and risk reduction.

The Associate Director, Administration for Moores Cancer Center is a high-level position with direct responsibility for maintaining and further evolving the highly collaborative programs in basic science, clinical, translational, and population based research on which the Cancer Center is based. This position is responsible for, in collaboration with the Cancer Center Director, the strategic vision, long term planning, direction and overall accountability to the administration and operations of the research branch of the Cancer Center to include all activities related to basic science, translational, and clinical research.

As a result, the Executive Director collaborates with essential partners across UC San Diego’s Health System, Health Sciences, the Office of Research Affairs and other academic and administrative units across the campus.

The position reports to the Cancer Center Director and the Cancer Center Deputy Director. It is also accountable to the CFO for Health Sciences to ensure that policies and best practices are followed. Works collaboratively with the Cancer Center CFO and with the CAO-Oncology. The position establishes research priorities, strategic vision, and long range goals. The position is responsible for providing administrative leadership and strategic counsel to grow Moores Cancer Center’s extramural funding portfolio, while partnering with the research community to obtain and negotiate awards, steward sponsored funds in accordance with regulatory requirements, provide technical expertise to the research community, and encourage continuous professional development of Cancer Center research endeavors.

In addition, the Executive Director has external roles that are campus-wide, community-wide in the San Diego region, and state-wide through California. The Executive Director represents UC San Diego and the Cancer Center with statewide and national organizations. This position will create an environment that ensures: A) An optimal balance of compliance with efficiency, which enables streamlined processes; B) Open communication channels and high standards for customer service; C) Flexibility to adapt to the changing research environment and strategic investments; D) Defined roles and responsibilities both internally and across different units; and E) Effective delegation, oversight, and support from leadership and management.

Participates with other higher-level managers to establish strategic plans and objectives. Makes decisions on operational matters and ensures achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization, or with significant multi-organizational or multi-institutional influence. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the department, division and/or the organization.

MINIMUM QUALIFICATIONS

  • Twelve (12) years of related experience, education/training, OR a Bachelor’s degree in related area plus eight (8) years of related experience/training.

  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers. Ten (10+) or more years of demonstrated, progressive leadership experience in cancer research and administration preferred.

  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Excellent financial management skills with knowledge of accounting principles and procedures for budget planning and analysis. Experience and credibility in addressing complex clinical budget/finance, facility and organizational issues.

  • Proven skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Strong negotiating skills.

  • Skills in establishing and implementing customer service standards. Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.

  • Proficient knowledge and experience of common organization-specific and other computer application programs.

  • Excellent project management skills, including the capability to manage capital projects. In-depth experience in planning and organizing large scale research projects.

  • Advanced knowledge of administrative management theory and ability to translate this knowledge into practice. Knowledge and ability to apply management principles and best practices that are required to successfully administer and lead a multi-dimensional academic cancer center

  • Strong skills in strategy development, systems planning and change management. Skill to develop and achieve goals and objectives and in setting priorities among competing demands

  • Thorough knowledge of and expertise in federal rules and regulations governing NCI-sponsored institutions.

  • Broad management background within an academic center.

  • Experience with the facilitation and development of outreach programs.

  • Extensive experience with entities whose primary or significant mission is fund raising.

  • Proven experience with public relations.

  • Outstanding written, verbal and interpersonal communication skills.

  • Demonstrated ability to manage complex and varied research and clinical organization.

  • In-depth experience in strategic planning and program development for a large and rapidly expanding clinical research cancer center.

PREFERRED QUALIFICATIONS

  • An advanced graduate degree in a biomedical discipline relevant to the field of oncology research.

  • The successful candidate will bring excellent interpersonal, collaborative, and negotiation skills, in establishing and implementing customer service standards, and possess excellent financial and human resources management acumen. The preferred candidate will have ten (10+) or more years of demonstrated leadership experience in cancer research and administration, ideally within an NCI-designated cancer center.
