The Department of Medicine (DOM) is the largest department within the UCSD School of Medicine and is responsible for fulfilling the teaching, research, and clinical missions of the University of California, San Diego School of Medicine. The department employs approximately 500 salaried faculty, 168 academic appointees, 331 residents, fellow and postdocs and 479 staff personnel. The Division of Infectious Diseases in the Department of Medicine was established in 1969 and since then has grown to have 40+ faculty members. Our research space is located in several buildings on and off campus including the Clinical Teaching Facility, the Antiviral Research Center in Hillcrest, the Stein Clinical Research Building, the Moores Cancer Center, the Biomedical Research Facility, the San Diego VA Medical Center, the Cellular and Molecular Medicine East Building, and the George Palade Laboratories for Cellular and Molecular Medicine. Major international collaborations in Mozambique, Mexico, India, South Africa and Peru play important roles in the Division’s expansion of its international programs.

Under general supervision of a Senior Financial Manager at the Antiviral Research Center (AVCR) in Hillcrest campus, develops and/or oversees research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals such as single investigator National Institutes of Health (NIH) proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official. Will assist the Senior Financial Manager with, but not limited to, the day to day management of National Institute of Allergy and Infectious Diseases (NIAID)/The Division of AIDS (DAIDS) and other Network associated research funds for the AIDS Clinical Trials Group (ACTG) Clinical Trials Unit grant, (CTU) comprised of Clinical Research Sites (CRS’s) to include: UCSD; U of Colorado, Denver; USC; Chennai, India and Durban South Africa, as well as the Primary Infection Resource Consortium.

The Financial Analyst/Fund Manage will provide analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award/subcontract issuance and administration.

The complexity of the proposals and awards is defined as follows: Type of Proposals - Unsolicited proposals; some RFA, RFP, or PA responding proposals; <25% subaward proposals, <25% institutional commitment proposals; moderate variety of agencies; Type of Awards - Regular research awards and clinical trials; <25% subawards; <25% cost sharing; moderate number of awarding entities. Type of Self-Supporting Activities - Research recharge operations (income < $500K/year; training grants). Contributions to Development of Policies and Procedures - Provides data gathering and analysis to the development of policies and procedures. In addition to pre-award support, this position will be responsible for managing individual faculty member funding profiles. This may include sponsored and non-sponsored projects in alignment with the funding agency supporting the faculty's work

Uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and / or multiple sub awards. Guides less experienced staff. Central Role (CR): Is eligible for delegated signature authority (may vary by campus). Department Role (DR): Typically works on complex proposals such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards.


  • A Bachelor’s degree in related area plus three (3) years of related experience/training OR seven (7) years of related experience, education/training.

  • Proven understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage significant volume of transactions. Ability to perform complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Thorough knowledge of Clinical Trials concepts and FDA criteria for Phase II – IV drug testing.

  • Advanced Excel skills and skill to download information from a mainframe computer and input into spreadsheet program.

  • Ability to identify and analyze problem areas including methods of operations or budget trends and make recommendations for improvement.

  • Strong orientation to detail and documentation procedures for audits conducted by federal and state.
